In this case, you can unenroll within two weeks of enrollment.

You cannot turn off 2-factor authentication except within the first 2-weeks of creating your account. Also some newer devices require 2-factor no matter what.

I have nothing to do with it. In fact I find it a PITA myself. Creating a new Apple ID can be problematic and you still may not be allowed to use the device without it.
