Payment method issue

Im from India I’m using iphone 7.

And, I’m not being able to change my payments method, even after all they are not excepting my visa debit card for the payment method and when ever I’m trying to add my visa debit card account details for the payment method it say to change or update my payment method?

please help me out.

Here's how you can fix it:

Try dropping an email, and ask the apple support to clear up your account balance, in return for you to add any other payment method.
Make sure your iCloud and AppStore accounts are synced in correctly.
And if nothing works at the end of the day, you still have to go to the apple support.
