Voicemail set-up

So I was attempting to set up my voicemail on my iPhone. I have never set up a voicemail previously. When I open the voicemail option on the phone app, it says "call voicemail" and when I click it calls with no ringing and then says call failed. I know its not a network problem, any advice on what is going on? As for as I researched I couldn't find anyone else with this same problem.

Voicemail Hi! I am unable to set up a voicemail. I have read through some of the forums here suggesting that I reset my network settings or reset my phone app, but nothing has worked so far. I can't get voicemail to work. I am having trouble getting my voicemail on newly acquired used iPhone 8plus. It won't let me get to the setup menu for voicemail, just says to call voicemail.

You need to contact your cell phone provider, voicemail is their feature.

Based off your description your line isn't provisioned to use visual voicemail.
