With eSIM enabled along with Physical SIM present, SMS to eSIM are not received. Am I missing anything?

Let's Double Check something. I am assuming that your eSIM and your physical SIM are operational and tested for data and that you can make and receive calls on BOTH. Confirm this if you have not and especially if you have two different carriers.

Open Settings ➔ Messages ➔ Confirm iMessage is set to ON ➔ Send & Receive ➔ Ensure that BOTH phone numbers are CHECKED under You can Receive Messages To and Reply From. (You didn't state whether you can send SMS from eSIM or not).

Open Settings ➔ Messages ➔ Send as SMS - Ensure that this is set to ON.

There was quite a few updates on sms/mms support on iOS 13. Make sure that you running latest version. If that so there is a few points described here:
