Ask your friend? Where did he get this recording from? Did he use any third party recording app?
This is more weirder, that you get a warning of "Times Up" if your friend is recording. There is something missing here which either you have forgotten to mention or not aware.
iOS / iPadOS devices cannot be hacked or infected with Virus / Malware / Spyware, unless you have intentionally downloaded spurious softwares or unauthorised apps directly from internet and installed on your device or/and have Jail Broken.
It (Hacking) also depends on how careful are you in sharing sensitive and valuable informations of your iPhone such as Passcode, Password etc with your friends and family members.
VoiceMail or VoiceMemo is not very clear here in your post
Voice Mail is carrier specific feature. Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you.
