I have an old iPad iOS 10.3.4 it says no update available? Is that just because it is old? Or is there a manual option? Thanks

You can go into settings, general, about, see what model your device is then compare it to this list
Identify your iPad model - Apple Support
And confirm it’s model, which can then be used to look up it’s highest iOS availability, just to be sure.
That model corresponds to an iPad 4 released in 2012 and discontinued in 2014. Its a bit more than a couple of years old.
It is not capable of updating past iOS 10.3.4.
10.3.4 for it was just released last year for it.
Apple only released 10.3.4 for units incapable of 11 or above, so there aren't any other possible reasons why a model running it wouldn't be able to update. This also applies to 9.3.6 and 12.4.6.

Most likely because your model ipad cannot be updated any further.
It simply lacks the hardware to run newer software
I thought that maybe the case. It is only a couple of years old which is frustrating thanks
