Greeting

I have an iPhone 11 and I have been trying to set up my greeting but I keep get the following message.

Operation could not be completed.

(com.apple.mobilephoneerror 1035.)

I have tried erasing old messages, turning on data, turning off wifi, etc and nothing. What is error 1035.

i was told by people who have called that they couldn’t leave a message either?
