Does Apple have a simple app for basic letter writing? I have iPad Pro and iPhone.

You can write letters and save drafts in the iOS Mail app, too!
If you want access to fancy formatting and fonts, there is the free Apple Pages.
You can use any other third party word processing app or other more comprehensive third party notes style apps to write letters.
There a many apps in the iOS App Sore that can handle any type of text documents.
