neither of my USB ports will charge my iPhone. It "charges" my phone on and off for no longer than 2 seconds, so my phone is constantly vibrating when it connects/disconnects. I have tried various cables. I am able to successfully use the USB ports to charge anything else such as earphones, fitbit, power bank.

Maybe it's an issue with your phone? Seeing as you say you can charge other stuff through the USB ports and you tried different cables.
That only leaves the phone
Are you using the Apple charging cable that came with the phone?
Might be worth contact Apple support
My phone will charge normally if plugged anywhere else! It's the strangest thing. My laptop simply refuses to let my charge my iphone
