Can't open Ap from an unidentified developer

I have a new copy of Neon which won't open because it's from an unidentified developer. But when I tell it to open anyway it ignores me and repeats the refusal. Security and Privacy is unlocked and appears to respond when told to open the ap but doesn't do it. ??? Anyone know why?
