iCloud Music Library Error

I have been making playlists on my Windows laptop, adding new music to my library using both my iPhone via Apple Music and my laptop. This process worked perfectly for a while with my phone downloading songs downloaded on my computer and vice versa, but the past couple of days the iCloud Music Library has not been working. Updates are not occurring across my devices and songs show an error next to them in iTunes. I have tried to turn the iCloud Music Library on and off, log in and out of iTunes and Apple Music, update iTunes and restart my computer, but nothing is working. Please help!
