How can I show the numbers row on the top of iPhone XS Max keyboard permanently?

This is a feature which is only on iPads, not on iPhones unfortunately. You can, however, install third-party keyboards which have this feature. A quick Google search will give you a list of third party keyboards with numbers on the top row.
