At present, there isn’t a WhatApp App for iPad; support is currently limited to iPhone. It is, however, rumoured amongst technology journalists, and technical press, that the WhatsApp (FaceBook) Developers are considering a future release for iPad.

But Whatsapp / Facebook have not themselves developed a version specifically for the iPad probably because the iPad, even the cellular models do not have a number in and of themselves to verify via SMS during setup, so require an phone from which to obtain the messages.
All apps available in the App store are third party, and there's no guarantee your messages remain safe with them. I would not use a 3rd party app. All these apps still require you have an phone that has whatsapp set up on it to connect the iPad app to.

Ahh, is perhaps an option to use the web version as Phil0124 suggests and then simply "Add to Home Screen" via Share? This would keep it all in the WhatsApp eco system and away from 3rd party apps.
Surely you mean why hasn't FaceBook developed their WhatsApp Messenger app for iPad. I think you need to ask the developer. No one here can answer that (unless FaceBook is here ;-),

no idea, but seeing as op has it working than it must work.
you would just need to have a phone with what's app, as you have to scan in a code on the app from your phone,
It requires a phone, iphone or android, with the App set up.
It cannot be used on an iPad standalone.
