Nice details letting us know that you have all the apps installed on your iPhone, and that you have tried reinstalling the watchOS, restarting the Apple Watch, as well as reloading the apps directly on the iPhone. Thank you for that detailed information.
You mentioned reinstalling the watchOS. Since reinstalling, have you checked for any watchOS updates? This article will show you how: Update Apple Watch software.
You'll also want to be sure that the iOS on your iPhone is up-to-date: Update your iPhone, iPad, or iPod touch.
Have you tried unpairing, repairing, and setting your Apple Watch up as new, to see if there is any change in it's performance? If you haven't done so, this is the next step to take: Unpair and erase your Apple Watch.
When the Apple Watch is back up and running, try installing 1 or 2 apps and see if they install as expected. If the issue persists after you've set the Apple Watch up as new, Contact Apple Support.
