New SE activation taking over an hour

I just received my new iPhone SE 2020. I started the process to activate it and switch from my old iPhone SE. I has been stuck on the same screen for almost 2 hours now. At the top it says, "Activating your phone" and in the middle there is a spinning wheel that says, "It may take several minutes to activate your phone." Should it be taking this long? My other phone is not usable during this part of the process.
