I am going to get an 2014 mac mini I wanted to know if it can run catalina?

Yes. The 2012 and later Minis are compatible. See: How to upgrade to macOS Catalina - Apple Support

FWIW, try and find one with 16GB of RAM or more.

The 4GB base model that was available will be pretty much

useless on Catalina and depending on your uses, 8GB may

be barely tolerable.

I am warning you of this since the 2014 Minis have soldered in RAM

and cannot be upgraded.
