iPhone XR will not turn off

Try a forced restart to reboot it. Go to settings, general, shutdown and shut it down there.

my apps arent able to open. i asked siri and she said shes having trouble and theres a problem with the connection

also i tried force turning it off and it doesnt work

What do you mean by forced turning off?
