Passcode keyboard problems

My open screen is black and it is putting a double circle around any number key I press instead of allowing the number to be pressed and the fingerprint scanner is not working either. I have turned it off as well as restarted it multiple times with it still presenting the same problem.

It is an iPad mini 4 approximately 4 years old.
