I have an iphone 7+ and on facetime, I only have the regular filters. Not any cartoony filters. I’m not talking about memoji. I’m talking about filters. (i sound like a Karen, im sorry about that. I have been reading questions like mine and all of the questions are answered with things about memoji)

I've checked the compatible devices list over at https://support.apple.com/en-au/guide/iphone/aside/iph640591ea9/13.0/ios/13.0 and it seems that your device is compatible with this feature.
Check that you are running the latest iOS version and head over to Add camera effects in FaceTime calls on iPhone - Apple Support to see if any of those steps help.
