when you want to buy more iCloud storage does it charge your account or a debit card? Also why won’t my screen do anything when I select my plan and buy

Assuming that your bank details with a valid debit card are stored in your phone, or you have ApplePay (which is tied to your debit card details anyway,) there should be no problem.
Your details show that you are using iOS13. Is that 13.4.1?
