I am not able to deregister my old number and register my new number

You need to change the number on your Apple ID. After the change, allow up to 24 hours for the change to sync. Before trying to make the change, sign out of Messages/FaceTime.
Activation lock? If yes, please concisely provide more information. But, FYI, no one here is authorized to remove an activation lock. We might be able to help in another way though.
Yes, so what happened was I traded my phone in for this phone yesterday but I left my old sim in there and it is not letting my deregister my old number because it says that that number is still being used but I cancelled that number probably 20 mins ago.
