startup menu mac book pro not functioning

when i press the power button and hold the option key just the "choose network" become visible. No sign of hard disk and no sign of bootable usb. I tried internet recovery and while starting to install the time between -2.123.834.322 and 32 min shows up and "cannot download the additional component needed to install mac os x" appears. Tried opt + cmd + p + r and nothing changed. In disk utility menu in the internet recovery, hard and usb is there but in the startup menu nothing is there. Is this a hardware problem or software?

or

what exact macOS you are currently running?

If your drive has failed or is corrupt it will not show in the Start Up Manager.


If you do no see it in the DiskUtility> to run the First Aid, then you have a hardware issue.


You can boot off an external boot clone backup to carry on and make some decision to replace the drive.

First aid shows nothing wrong with my hard drive and says it's ok. I want to clean install bootable usb drives with Dmg files downloaded from apple. I made the bootable drives but holding option button at the start doesn't show the hdd volume or my usb. Thats the problem. I'm already read the articles about the time machine and internet recovery etc but none on them was useful. Even if my hard drive is faulty or corrupted the bootable usb must shown at the start with option key. Am i wrong?
