Approving IPAD from other device through icloud

I forgot the old passcode so reset to factory setting and able to login to it now. Now it is asking me to 'Update Apple ID Settings' and to do that i have to enter the old passcode or reset the encrypted data.

There is an option to reset approve the ipad from other devices, so when i do that, and login to the icloud a/c on other device i don't see where the option to approve ipad is? nothing prompts me to approve and there is no area in a/c setting, password etc...please help.
