having issue with cookies on Mojave...when I go to preferences, privacy, etc, the options from the past aren't there

Cookies are part of your browser. For Safari, open its preferences. Click on the Privacy tab, then the Manage Website Data button. Click Remove All, then Done.
Typically, you should then quit Safari and relaunch it. Double check to see all cookies have been removed. Note that depending on what your home page is, some will immediately reappear.

If one attempts to clear cookies while on any given website, the cookie will be removed, and then may be set in the browser again by the website, before quitting Safari. I press the option key and launch Safari, so that no website is current, and then remove cookies. Then I quit Safari…
Yes, that's what I meant by double checking. The current site itself will likely repopulate its cookie(s) almost immediately.
Your method prevents that. As would closing all open tabs or windows before clearing the cookies.
