Completely wiped

I’m trying to fix a MacBook Air. I went into disk utility to find all there is is disk0 and Mac OS X base system. It’s been showing the white screen of death, and I cannot reinstall Mac OS X without a startup disk. I can’t erase or restore disk0 either, it won’t let me click any of that. What should I do???
