With my new purchased iPhone, I was offered a one year free Apple TV subscription (the app). However, this subscription does not work.. I have a valid pay method and I tried logging out. Nothing works.. What do I need to do?

You have to claim the offer and sign up for the service, in the TV app on your new device.
