That depends. It can mean there is no SIM card installed in the phone. It can mean there's something wrong with the SIM and the phone doesn't recognize the SIM as being there. Or, it could mean there's something wrong with the phone.

What troubleshooting steps have you taken so far? Have you tried removing the SIM and replacing it?
