A Scam or Just a Login:
It means some one knows your Apple ID (eMail Address), or that you are trying to log in on another device, and you didn’t realize it.
So, I insist that you Modify your Apple Account credentials and that you Report this to Apple.
I. Secure your Info - ASAP:
With Privacy & Security being of High-Concern here, consider performing the following for Apple and all other accounts, that have such options:
II. Report this with Screenshots:
Take a Screenshot: of it, and send it to Apple. Include the sender's information. Forward it off to Apple at: reportphishing@apple.com

Yes. It does Change my Assessment. Because logging in, you will get different codes on whatever devices are set up to use Two-Factor Authentication.
So, as long as you were logging in and these are both associated to your Apple Account, then there seems to be nothing to be concerned of. :)
View your Devices:
To view a list of devices associated with your Apple ID, Go Here: View and Remove your Associated Devices for Purchases - Apple Support
Assuming you are using two-factor authentication, Check your Apple ID device list (https://support.apple.com/en-us/HT205064) and remove any device that shouldn't be signed in using the steps in the link.
If there are none that shouldn’t be signed in, then you should not have a problem at this point. But, if an unauthorized device signed in, Change your Apple ID password https://support.apple.com/en-us/HT201355

I have two devices. One computer (where i was logging into the email). And one phone (where i received two verifications at the same time). This has never happened before. So I know it is not normal.

Only one Message Per Device.
Well, if you got two verifications on one device (your iPhone), then it seems you attempted a sign in twice, by double clicking it. So, try another log in, seeing if you get two different Texts. The computer should have gotten a code too.
Device Logged in Twice:
So, see if your iPhone is logged in twice as one device — something PC users often come across after a reinstall. If it is shown on there twice, then that makes sense as to why you would have received two prompts.
Contact Apple Support:
In all, I would contact Apple Support. They’ll see where this all stands with devices associated to your Apple Account, and will know when you logged in.

So, Modify your Credentials:
For safety, if this happened to me, and Apple has no record of an item being there twice, then would create a new eMail address, and assign it for my Apple Account only. Do not create a new Apple Account, as Apple Accounts are not megrable.
