Okay, If anyone else experiences this bug,

I opened the img in GIMP and changed the format from JPG to PNG.

Sent it to my phone.

What worked.

After changing the format from JPG TO PNG and saving the img under a new Name,

Go to Photos >Choose desired img > click to view img > Select the Square with arrow pointing up > Scroll down to Use as Wallpaper > Select use as wallpaper > Click set > Select, Lock screen , Home screen or both > Check if problem solved.

What didn't work.

Restarting the phone.

Going to settings > wallpaper > Choose new wallpaper > Selecting desired Photo> Clicking Set > Choosing Option.

Even after changing the img format and successfully getting it to work, if I go thru settings to change it and use the same img that I know works the Gray line appears again.

Seems like a software bug.
