downgrade to el capitain from Mojave

Imac Mid 2014 currently on Mojave which is causing all sorts of problems that cannot be fixed by Disk Utility

Apple did a remote check on HD and advised I downgrade to a previous OS.

El Capitain is widely seen as being stable.

I have downloaded the El Capitain Disk Image that when opened gives the install package. How do I create a bootable USB drive from this that would allow me to install El Capitain ?
