The macOS operating system is licenced to run on Apple hardware only. Running on Linux, or Windows as a Virtual machine guest, or natively on non-Apple hardware as a hackintosh is a violation of the license agreement.
If you're talking about running macOS in a virtual machine on a Windows PC, you can't do that.
