I have a new iPad Pro with cellular.

it came without a SIM card.

How/where do I get one?

iPad (4th gen) Wi-Fi + Cellular (MM)

From your cellular data provider.

From a cellular provider. They are the only ones you can get cellular data from, so you get a SIM from whomever you choose to provide that data.
