Sorry for the confusing title... I couldn't find concise wording to explain this. The photo says it better. Called Apple and Goldman Sachs and they weren't able to give me a good explanation.
This is not the first time I've encountered this, and it has kept me from using Apple Wallet to make purchases in the past.
Have any of you encountered this and have you been given a proper explanation for why this happens?

It turns out that it was a holding charge, given the flexible availability of items I ordered. It converted to the proper amount once the transaction was completed. Still, I wish at some point in the process that was made clear. And the fact that neither the Apple rep nor the Goldman rep could tell me that this was "normal" for certain transactions, was a bit troubling.
I'm going to leave this post intact in case it's helpful to someone else.

That’s the delivery person, not Apple Pay. Decline the “offer” and complain to the delivery company.
