FYI:
I have my devices (iphone and ipad) set to store original photos on the device and icloud photos turned on. I have to access icloud from icloud.com as I do not have a computer at this time.
The original quality is saved in iCloud.com regardless of the settings on your devices.

I am not sure if you get the full quality if you download it from iCloud.com the article is not very clear on that.
