Hello Harry Cover,
Thank you for posting. It's always important to make sure your Mac is running as expected. I understand you have a concern about the Archive Utility version running on your Mac.
I tested this out on my Mac running macOS Catalina and I'm seeing Version 10.15 there. For clarification, when you open Archive Utility and click Archive Utility > About Archive Utility, that's where you're seeing version 10.11?
Try opening Finder and then click Go > Go To Folder, and enter the path /System/Library/CoreServices/Applications. By any chance, do you have more than one instance of Archive Utility here?
Depending on what you find, there might be a few other things to consider. Updates for this type of software are bundled with macOS updates; are you seeing any other unexpected results after updating?
It might also be helpful to create a temporary administrator account and log in there to see if you see version 10.11 there, or if it shows 10.15. This would help to isolate this issue: How to test an issue in another user account on your Mac
Take care.
