You are going to have an activation issue and not a carrier lock issue. Verizon is therefore not going to be able to help you.
Have your friend read up on this article and follow the instruction to ➔ Recover a forgotten Apple ID Password or ➔ Recover a forgotten Apple ID and see if she can reset her Apple ID and Password.
If she cannot then she will need to take that iPhone to the Apple Store with proof of purchase and see if they can help.
Without a working Apple ID and Password, you will not be able to activate the iPhone.
