I believe that your procedures will no longer work with older iPads.
If your iPad Mini is stuck on iOS 9.3.5/9.3.6, you own an over 7-1/2-year old, 2012, first generation iPad MIni.
A 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6.
These old iPad 2, 3, 4 and 1st gen iPad Mini models are nearing 8 and 9-years old, now.
As of the beginning of 2019, many, MANY third party app developers are all more quickly and completely permanently dropping older app support for all old 7, 8 and 9-year iPads that are running 2-3 year old and earlier iOS versions ( iOS 10 and earlier ).
Third party app developers are removing all of their older, legacy versions of their apps from Apple's App Store servers, now.
Third party app developers no longer want to support these 8 and 9-year old or older iOS devices, any longer!
Older versions of apps are, soon, going to be gone for good, now!
Getting older versions of apps for these old iPad models, initially from Apple’s iOS App Store is getting very difficult and very problematic and this issue is getting, painfully, much worse in 2020, now!
These old iPads are now reaching their complete end of life and support.
So finding older versions apps for older iPads, while still possible, currently, will be a tough challenge, now, in 2020.
Old iPads that can no longer be upgraded/updated will have NO MORE APPS AVAILABLE for initial download, at all, soon, from the Apple iOS App Store, for such old iOS devices in the very near future.
Older versions of apps for these older iPads will be completely gone, at some point, in the very foreseeable future.
Again, it is what it is, today, in the year 2020!
As far as your Netflix issue goes, Netflix needs iOS 12 and later/newer, now!
Netflix has removed all of their older app versions from the iOS App Store.
You can no longer get an older version of the Netflix app initially from the iOS App Store and you can NO LONGER retrieve an existing old version of the app that you may have originally had on that iPad, any longer, as Netflix has removed those older iOS app versions from Apple's iOS App Store servers.
While Netflix still supports all of these older Netflix versions, IF they are still on older iOS devices, NONE of these versions are available, any longer, from the iOS App Store.
You own an older iPad and need Netflix, you will need to purchase an iPad capable of running, at least iOS 12 and later.
I really do not understand how you did this.
Is your iPad MIni 2 still running iOS 9.3.5/9.3.6 or did your iPad Mini 2 upgrade itself to iOS 12.4.6?
If your iPad Min2 DID upgrade to iOS 12.4.6, this is why you were able to get THE CURRENT version of the Netflix app.
There is NO WAY you can get any iOS 10 and earlier version of the Netflix from the iOS App Store.
Even Netflix, itself stated no one can get older versions of their app, any longer, from Apple's iOS App Store snd it has been this way since sometime in early 2019.
Your iPad Mini 2 must have upgraded to its maximum iOS version of 12.4.6 for you to get the Netflix app onto your iPad Mini 2.
This is the ONLY way your iPad Mini 2 would have been able to get the Netflix app.
Check in the Settings app under About and see what iOS version your iPad Mini 2 is running, now.

Netflix, like many other third party app developers, have permanently removed all of their older version apps from the Apple iOS App Store servers, now.
You cannot even retrieve many older versions of apps any longer from the Purchases section of the iOS App Store!
There is no longer any older app versions to retrieve there, now!
This all started back at the beginning of 2019 and has continued at a much faster pace in 2020.
All older version, third party apps are going bye-bye forever, now.

Actually I do have ipad mini 2 with cellular. Im no professional but these are the steps I followed and well it downloaded netflix
If your iPad is running iOS 9.3.5 o 9.3.6 and Settings->General->Software Update says its up to date, then you do not have an iPad Mini 2, you have an iPad mini 1.
If its an iPad Mini 1, it cannot be updated beyond iOS 9.3.5, and cannot download apps like Netflix that now require a newer version of iOS.
Your step 5 only works if 1, Netflix has been downloaded before with the Apple ID being used, and most importantly if Netflix still keeps a compatible app around for iOS 9, which I do not believe they do anymore. Most developers have removed older apps from the store now. And while Netflix still support hese older version if they are already installed, there is no option to download them anymore.
Also, restoring the iPad is unnecessary. If a compatible version of the App is still available in the store, and the logged in Apple ID had downloaded it at some point in the past, then it will offer the compatible version when you try to download it from the Purchased history regardless. You don't need to restore the iPad. Its an unnecessary step.
