iPad not accepting new password. Information at Apple does not help

I don't see the solution to this problem here. Is there one? My iPad nor my iPhone accept the new password. I continue to get notifications that the password is incorrect when it is not. This is a good reason to never update the programs nor change the passwords.

Your Apple ID and iCloud accounts and the passwords should always be the same. Your Apple ID and password would be used for iTunes, App Store and Books purchases. You don’t want another ID and password. Some people do have different ID’s and passwords for iCloud, but that gets way too confusing.

This is part of the problem. Too many passwords, such as Apple Store, iCloud, iTunes Store. So I get that there is only one password now for all of them. OK. I try to update my apps and I get the message, 'Apple ID Verification' Open settings to continue. The I get the message for, Apple ID Locked for security reasons. I click Unlock Account. This takes me to Unlock account through my desk top. Which I do. But that does not help. I am in an a loop do do the same thing over and over. Still get Verification Failed when I try to update apps on my iPhone. Is my Apple ID the same as my iCloud? I am assuming that it is, but maybe not.
