After updating to macOS Catalina 10.15.4, I can't use keyboard shortcut (Control–Shift–Space) to open the Trackpad Handwriting window.
I have tried deleted the original handwriting input source and re-add it. And also restarted. Still can't use that keyboard shortcuts. :(

Can you still open it from the input menu ("flag" menu) in the menu bar?
Yes. Just can't open and close it by using shortcuts
