Trusted device setting fails to stick

I've logged on to Apple several times from my Windows 10 Surface notebook, which I've designated a trusted device with Apple. However, every time I log out of Apple and try to log in again from my Surface, I must use two-factor. I run Chrome on Windows and have allowed all cookies from the Apple domain to be retained. Is there anything else that I can try? Thanks.

I understand from your post that you are having to use two-factor authentication on your Surface. The following article has information about two-factor authentication and trusted devices which could be why you are prompted to use two-factor authentication repeatedly.

"A trusted device is an iPhone, iPad, or iPod touch with iOS 9 and later, or Mac with OS X El Capitan and later that you've already signed in to using two-factor authentication."
