Adding a payment method

I am having difficulty adding a payment method to my Apple account

iPhone 8 Plus, iOS 13

Security & Privacy Concern:

Also, contact your finial institution(i.e. bank) that assign the method(s) of payment you are using. Perhaps, this is not going through because it is seen as a scam, on the bank's part?
