Don't believe the Apple Watch is included in the dscounts, however an Apple Watch series 3 starts as low as $199.

I don't know that Apple does with their online store, however you can check if you have an Apple reseller at your university. A good many of the universities do, but I don't know if the Watch is part of it. I know the iPhone is not.
