You get rid of photos by deleting photos. You get rid of tiktok content by deleting it.
A very large Other usually is caused by storage corruption, which itself is usually caused by an interrupted sync. To fix that you need to back up the phone, then restore that backup. See this Apple support articles:
Delete photos off your phone.
Delete whatever is stored in the spyware app known as tiktik.
