If you purchased it from Apple online, you need to contact Apple again. If you purchased it from somewhere else, you need to contact that retailer.

You have a 14-day return period. You return your iPhone 11, and you recieve a full refund. Then you buy the 11 Pro Max.
Did you buy it from Apple or from a different seller?
