Since you are on High Sierra 10.13.6, go to the How to upgrade to macOS Mojave - Apple Support
page in Safari and click Get macOS Mojave.
I cannot upgrade to Mojave because I get the alert "This update requires macOS version 10.14." Of course, I cannot find this version anywhere much less at the apple downloads page where all of the OS downloads appear except 10.14. No upgrades appears under my App store updates either. I currently have Sierra version 10.13.6.
You cannot upgrade directly from Mac OS X Lion to macOS Mojave.
You have to install Mac OS X El Capitan or macOS High Sierra first.

Section 1 clearly states the minimum OS to upgrade to Mojave is Mountain Lion.

Before upgrading make a full back up of your Mac.
Check that third party apps you use have updates available for the new OS.
Check that your printers/ scanners etc have updated drivers and software available for the new OS.

and do not use any other devices that share the same internet connection.
If you are considering upgrading to Catalina be warned that it does not support 32bit apps.
