iPhone 7 from Orange Spain

My daughter brought her pristine iPhone 7 from her mother’s carrier, Orange in SPAIN and would like to use it here in the States. Possibly on my Verizon account.

She has no account active there and doesn’t have the account details from there. Won’t ask her mother, either.

Can it be unlocked for use here?

Can my uncle buy an iphone 15 in an Apple store in the USA and bring it to me in Croatia without activating it? For some additional context, he lives in Texas and I live in Croatia. I currently have an iphone X. Is it necessary for him to activate the phone while still in the US or can I activate it in Croatia?
