hello. logged into macbook air with childs apple id and now can't log out because the sign out button is greyed. tierd to take off all restrictions from child account but still sign out button is grey at apple id overview bar. in iphone settings the same apple id can't sign out because it's grey and bottom is text "sign-out is not available due to restrictions." how can i sign out then?

Yes thank you found that i had not turned all screen tome off just deleted inside the screen time not the screen time entirely. Immidiately i could log out in computer and iphone.
Based on what you posted, there are restrictions in place on the computer and the phone that are preventing signing out of the ID. Have you turned all Parental controls off in System Preferences/Users & Groups and if using Catalina, in System Preferences/Screen Time? On the phone, are all restrictions off in Settings/Screen Time? After turning everything off, have you tried restarting?
