iPad Mini 2 Activation Error

Hi, one day I opened my iPad and was requested to activate out of the blue. I tried hard resetting but couldn’t activate. The error message attached below. Change of cable and USB port didn’t help, even Apple Support. My itunes is also updated to the latest version. Firmware 9.3.5
