I'm leaving in Ukraine and going to buy iPad for education purposes.
Plan to buy in official premium reseller https://ion.ua/.
They said that they support Apple education programs but there only discounts for mac and not for ipads.
How can I contact Apple to make sure it's true and why it's only mac discounts?
Your options are through Apple Direct or an official reseller. IF the reseller says that there is no discount, you can order from Apple direct. IF that is not possible, then you have your answer. Apple cannot dictate what the resellers choose to do.

Not sure about the answer this but I know I updated my iPad Pro 1st Gen iPadOS 13.4. 1. and from a flawlessly functioning iPad I'm left with a brick that keeps rebooting. When contacted Apple they quoted me with replacement iPad... Nearly $600.
