Issues deleting an app from iPhone
Hi all, it’s been a while that I am trying to delete this app but every time I restart my phone I have this icon back on my home screen. Can someone please let me know how to get rid of it? Thanks

Welcome to the Apple Support Communities. From your message and screenshot I can see that the white grid with lines on it reappears when you're trying to delete the app.
Since this is occurring when you restart your iPhone. Try reinstalling the app from the App Store. Upon reinstalling the App, Restart your iPhone, then follow these steps to delete the app again: How to delete apps on your iPhone, iPad, and iPod touch.
If you do not see a screen like is shown in the article, you may be running an older version of iOS. To check, go to Settings > General > Software Update and see if there are any available. As of today the latest iOS version is iOS 13.4. If you find you need to install the update, first backup your iPhone with these steps: How to back up your iPhone, iPad, and iPod touch.
Once the backup is complete, follow these steps: Update your iPhone, iPad, or iPod touch.
After the update, try deleting the app again.

Thanks for the additional information that this began while you were installing it.
Since you're seeing the "Open" button and not install, and are unable to delete it following the steps provided, you'll want to Contact Apple Support for more assistance.
Be sure to let them know the troubleshooting steps that you've followed up to this point.

Hi Sarah, thanks for the reply. I am running the latest iOS version and cannot install the app from the App Store (instead of the "install" button I have "open") - I am deleting the app like I any other app (same as the instructions you shared)...
